Root Cause
A cluster of web servers began returning errors for HTTP requests. The errors appear to be an issue with the IIS service that caused IIS to get into a bad state. A restart of IIS resolved the issue. The cause of the web servers in the cluster all going into a bad state is under deeper investigation.
